If you’ve watched Animal Precincton Animal Planet, you’re familiar with the work of the ASPCA Humane Law Enforcement (HLE) Division. The ASPCA Humane Law Enforcement Division investigates 400 to 500 cruelty complaints a month, which result in approximately 100 arrests per year. We receive many calls and emails from individuals across the country who want to know how to become HLE Agents and join our HLE team.
Please note: The ASPCA’s HLE division has powers to investigate cruelty in the state of New York only. We do not employ Agents for agencies across the nation.
If you are interested in becoming an ASPCA HLE Agent:
The position of HLE Agent at the ASPCA is prestigious and highly sought-after. The ASPCA Humane Law Enforcement Division has occasional openings for qualified candidates. All ASPCA HLE Agents must reside in New York State and be eligible for certification as a New York State Peace Officer. This certification is authorized and discussed in the New York State Criminal Procedure Law Article 2, Section 2. The New York State Division of Criminal Justice Services is designated to administer this certification program. If you have skills and education that you think will make you a superior candidate for the position of HLE Agent, please forward your resume to hr@aspca.org. Outside of New York State/non-New York State residents:
The ASPCA recommends calling your state and local animal organizations and animal control offices to see if they have a humane law enforcement program. Check our online shelter directory to find contact information for shelters in your area.

Experience and schooling
When preparing for a career in Humane Law Enforcement, your choice of schooling is really up to you. Prior experience as a police officer, park ranger, or peace officer may help make you a more attractive candidate. Many states offer specific training for humane law enforcement. In addition, classes in criminology and animal sciences will also complement a career as an HLE officer.
